Appearance:

Age: His age isn't specified in the canon. Rescue Rangers aired in 1989, so I often picture him in his late 20s.
Gender: Male
Personality: As a Rescue Ranger, Dale is the wild card of the lineup. For the most part he is a doer and will gladly help his teammates in the plan of action. He chooses to remain lighthearted on the majority of cases to keep his team in high spirits, and the strangeness of the cases the Rangers have faced in the past are outrageous enough to warrant a sense of humor. He often waits until the team has fallen into a dire situation before springing a plan of action, and this will often be just unpredictable and crazy enough to work. While the show would portray Dale's mental faculties to be lacking, I have bought into a fan theory that he simply enjoys goofing around and feigning ignorance to crack a smile on the faces of his companions (more often than not this lands him a crack on the skull from Chip). He especially likes employing 'tactics' he has learned from comic books and emulating his favorite heroes.
As a character, Dale is Chip's best friend, and the familiarity in which Dale disposes pet names to him would indicate that he could also be a sibling, too. He is a hyperactive specimen of a chipmunk, eager to please his teammates and especially eager to shower his fellow teammate Gadget with affections. He is more vocal and outwardly emotional than Chip. His tail is constantly moving and he chipmunk chatters when he is nervous, excited, or cheerful. If he was a superhero he would be the lovable sidekick. He enjoys loud music, sitting in front of the tube, and reading his favorite comic book series. He is especially fond of chocolate and peanuts (feed him a peanut butter cup and he will probably follow you around all day). A bonk on the head can make him a little forgetful but his friendliness more than makes up for any lost ground. He is a kind hearted fellow who loves to have fun and spend time with other people who enjoy having fun.
Backstory: I am retrieving Dale from the canon point of post series.
Ranger Dale, as with Classic Disney Dale, does not have a clearly established backstory. His only known friend and/or family is Chip, who is his best friend. Headcanon-wise, Chip appears to be a guardian or a family friend of Dale, probably meeting at an early age. It is very possible that Dale is the youngest as he is the most like a little brother of the two.
Before the formation of the Rangers, Chip and Dale went on their own little adventures taking form as seeking thrills. They are first seen in the pilot episode testing out what would become a Ranger glider - the paper airplane. Their acquaintance in a police dog named Plato led them to hearing stories of his work on the force, and even a car chase or two. Tailing him in hot pursuit of a villain eventually involved them in a plot arc concerning a stolen ruby, Plato's detective partner being retained as a suspect, and traveling to the Arctic and back to clear the detective's name. At the conclusion of the case, the chipmunks were gifted with an honorary police badge and their very own team of crime fighters, the titular Rescue Rangers.

Moral Standing: Good.
Dreams: Dale has soaring dreams of heroism; he wants to be a real hero like in the movies and the comics. He wants to do all the important hero stuff: defend the weak, pit himself against supervillains, and there's always the especially lofty goal of getting the girl. (Episode 47) More realistically, he wants to be beloved and wanted. He is happiest at his best friend's side, or in the company of those who love him.
Fears: He fears rejection or being alone, in cases where he was separated from the other Rangers he wanders about in confusion, which led to his temporary brainwashing into being an enemy of the Rangers. (Episode 54) He appears to dread flying in the Ranger plane with Gadget behind the wheel the first few times that the Rangers take a ride in it. Of course, Dale is still a chipmunk, so fear of natural predators still applies. He is generally weary at first of anyone bigger than him who isn't a friend or acquaintance.
Extra: Dale uses a lot of contractions in his speech, which is evident in his voice samples.
He is also very small; his height when standing totals four inches and likely weighs 21g at most.

At long last, they were alone together. Dale had been away on Ranger duty well into the twilight and the relief was evident on his face that she was missed. She found herself caught in Dale's embrace, his tail wagging all the while. The joy melted her to her core. To her delight, he began to unwrap her one article of clothing at a time. He was ecstatic as their gazes met, swimming deeply into mutual warmth in each other's company, and irresistably she could not seem to help reflecting his own eagerness back at him. An especially adorable nuzzle came from Dale in the form of an eskimo kiss, and he drank in her sweet fragrance. They had released themselves from their dayclothes and were truly happy. They met in bare velvety touch, finally they could reap the rewards of their love...
Suddenly Chip was standing there in the doorway. The rapturous gazes Dale and her had exchanged were ripped from them. She was silent, Dale was stunned, and Chip blinked briefly, unable to place his emotions for a moment. The ambience of the room shifted immediately to Chip's riotous laughing. "Came in here to get some sugar, eh Dale?" Chip was doubled over in uncontrollable amusement. Dale in his nightclothes had unraveled a bar of Almond Joy and was now clutching onto Joy very protectively. "What? I was hungry." With that he tucked the bar away, later precious little bar of Joy!
